The Governor’s Vision for a Resilient New York

The New York State Adaptation and Resilience Plan marks a significant milestone in the state’s efforts to confront the challenges posed by climate change. This comprehensive plan aims to unite existing climate adaptation initiatives, provide a shared vision and direction, and foster collaboration among state agencies, local governments, and community organizations across all regions of New York.

Extreme Weather Events: A Growing Concern

Each year, extreme storms ravage the state, causing unprecedented damage in the billions of dollars. The devastating impacts of climate-related disasters underscore the need for proactive measures to safeguard communities, infrastructure, and natural resources. The new plan will allocate resources to support investments in these areas, equipping local leaders with the necessary tools and funding to address future risks.

A Unified Vision for Climate Adaptation

The initiative will establish a statewide vision and principles for climate adaptation, aligning with ongoing projects such as shoreline restoration, flood-prone roadway relocation, and dam upgrades. This unified framework will foster a coordinated approach to addressing the complex challenges posed by climate change.

  • Conduct a comprehensive review of existing programs to identify opportunities for improvement and optimize resource allocation
  • Evaluate the effectiveness of current initiatives and make adjustments as needed
  • Develop a phased implementation plan, ensuring that progress is steady and achievable

A Collaborative Approach

The effort is being coordinated by the Department of Environmental Conservation (DEC), Department of State (DOS), Division of Homeland Security and Emergency Services (DHSES), and New York State Energy Research and Development Authority (NYSERDA), along with additional partners. This collaborative approach will facilitate the sharing of knowledge, expertise, and resources, ultimately enhancing the state’s resilience.

Public Engagement Begins

State officials will host webinars in summer 2025 to gather feedback from residents, businesses, and local governments. Further virtual and in-person events will follow, providing multiple opportunities for public participation in shaping the plan. A dedicated website will post updates, engagement opportunities, and public resources, ensuring transparency and inclusivity throughout the process.
